If you don't mind the time and the trouble state road 3 to US 40 and west to Terre Haute the best route but very slow....

If you do not wish to travel I-69 and I-70 you can take one of the following routes.
Take State Road 3 south to US 40 and go west till you get to Terre Haute. Or, take State Road 32 west all the way across the state to US 41 and go south to Terre Haute. There are several other routes you could take but they would zig zag around. Other than the interstate the two routes I listed are about the most direct routes.

Take Indiana 67 to Indianapolis where it becomes Pendleton Pike. Stay on Pendleton Pike until it becomes Massachusetts Ave. and continue to downtown. At 10th St. turn right, then turn left on East Street going south and continue to Washington St. Turn right on Washington St., which becomes US 40. US 40 goes to Terre Haute.

So check this out - you can go to Google Maps, and punch in Muncie and Terre Haute as the origin and destination of your trip. Then when it pulls up the map, click on the little text that says "show options". One of the options you can check is "avoid highways". I did that, and the directions it drew up still included a bit of state and a scenic US highway, but no Interstate Highways. Click on the link below to see it.
